War was not declared. I know it sounds stupid but Vietnam was not a war in the legal Consitutional sense either. The distinction is relevant. The need for nuclear deterrence made it easier for presidents to initiate actions. The War Powers Act was supposed to limit that, but Congress is feckless.
Congress has been effectively AWOL since the twice-impeached (so far) criminally seditious traitor and lifelong fraudster sociopath seized power again.
