Zohran Mamdani leads Andrew Cuomo in the initial tally of the New York City mayor’s race with more than 80 percent of the vote counted. And despite talk of Black voters not supporting him, Mamdani appears to have won most of Harlem. The election will be decided by rank-choice voting.
