Can someone please explain to me why and how the LAPD is out in the streets doing this when they report to Karen Bass who has come out against this? Explain it like I’m 5.

They’re fascists who only take orders from Adolf Trumper. And since Karen Bass is a woman of color, they couldn’t hate or disrespect her more.

It's like when Karen Bass ordered the fire departments to stand down and ignore the fires, but some divisions disobeyed and actually tried to do their jobs. Hope that helps explain it for you!
