Under normal circumstances I guess Americans would form companies, acquire exploration permits, geosurvey, get mine operational permits, build infrastructure, build mines, mine, and either mill ore nearby or ship out the ore for milling elsewhere.

"Stealing" mineral wealth doesn't really let them skip very many steps, does it? Why not just do it the law-abiding way?
