This started a lot before Hegseth. It's because of military contractors lobbying the govt to keep doing what they've been doing. Which is not drones. New tech doesn't have the lobby power of old tech.

Absolutely, it's just that Hegseth is entirely, shambolically hopeless as a candidate to rein in 'waste, fraud, abuse' and -- much more importantly, poor strategic thinking.
