Midterms are 15 months away. Every blue state can make changes in that time if they deem it important enough. It's up to voters to call their reps and make sure they deem it important enough.

Unfortunately it costs a lot of money to do it ... A lot of states probably don't have money in the kitty to spend on that (special election)

California needs to pass a statewide referendum approving the new maps by this November. Other states have even higher hurdles and are not ready to move.
