It's sort of explained in that quoted post - it is an app dedicated to viewing notifications in a much richer way. Not a replacement, but a companion.

I’ve been desperately wanting an open protocol client that is much more like pre-Elon twitter. Bsky has had too many feature gaps for too long with no expressed intention to have a real product vision or competitive spirit to apply towards converting a graph migration Would love to test 🙏
