JD Vance is not a smart person. In two related ways. He doesn't know much. And he's unable to accurately evaluate the validity of new information he hears. This, combined with his massively inflated opinion of his own intelligence, makes him incredibly dangerous.
He skips the important step of running a statement through a logic test prior to spilling it out in public.

He knows exactly what he’s doing, which is lying. Don’t give him credit for being stupid.
Vance’s defining quality is ignarrogance. He is excessively smug despite having less experience than any modern Vice President. The mistakes aren’t planned; it is just an ignorant, inexperienced man who doesn’t know when to shut up.
I think sometimes simplicity is appropriate. He is a gas bag.
