I would say Congress, but Republicans have taken the position that abdicating their responsibilities, and being subservient to the executive branch, is their new paradigm.

One of the biggest tragedies of this admin is that the GOP Congress has stood silent and let trump neuter them, sewing their mouths shut and making them impotent.
