That would only put a limit on what people would pay to do it. Ask for a voluntary donation and watch what people would happily pay based on their financial circumstances and joy. Let's not exclude the poor, who Trump has made even poorer.

Tour it state by state, starting with where he committed the most crimes and work down the list. Open it up to international visitors, but make sure it is truly Ametica First! Once it's global, you could easily clear the debt and feed the world's poor while compensating every single victim.
