Under Article 10 (Title 10), active-duty military can’t detain civilians inside the U.S. without Insurrection Act authority. That would violate Posse Comitatus Act. This would be illegal.

detainment and arrest do have distinct meanings though. Arrest means to detain and charge someone with a crime.

Title 10 allows detaining if threatening federal property but does require turning over to local authorities. No laws broken.
