Trump’s 19-state military deployments are mostly in red states so far, where GOP governors approved under Title 32. In blue states, he’d need Title 10 or the Insurrection Act, as he did in Los Angeles. Yesterday he threatened Chicago, New York, and San Francisco to be next.
Starting in red states not only tests limits but also builds infrastructure and logistics he could later use if he pushes into blue states.
