Update: The island’s distributor said the outage was due to a cable disconnection between Gotland and mainland Sweden. Power is back in Visby and gradually returning elsewhere, though the cause of the disconnect remains unclear.

Probably Russia. There have been many incidents of suspected Russian sabotage targeting undersea cables and supply lines, in the Baltic Sea. This is Russia’s effort to destroy important infrastructure.
