I ordered something from Canada like a couple weeks ago and it took a while to ship. I don't anticipate my local post office collecting the payment.

It only raises costs if the administration figures out how to collect the tariffs. Many many countries have suspended postal service for small packages to the US because there is no plan in place for payments.

This will definitely reduce the trade deficit because the rest of the world is going to stop sending stuff to the US so if you can not buy it then you can not put your country into a deficit.
