Air traffic controllers throughout the country work in buildings, command centers, towers, centers, Academies, Tracons etc I can tell you this 100%, when controllers are eligible to retire , they aren’t sticking around, the staffing and work hours under stressful conditions is enough. (37 years ATC)
Same conditions in 2007. No amount of money or sweet talking could get me to stay past my 25 years.
