He can be sued civilly. That isn't protected as an official duty. Defamation isn't covered under speech and debate either. Clinton was sued and settled. The scotus' means criminally by his actions not civilly by his words is my gist.

Civil suits all wind up being cash, which he just steals, extorts, grifts & gets from Papa Putin, or he lines up shells, shorts copper stocks then crashes the copper market (like he JUST did) to make millions. ZERO impact to him as any meaningful consequence or justice, ONLY pain and damage to us.
