There are lots of vacancies at the hotels. It was going to be a small crowd . They don’t want the optics . This way they can jam people inside and make it look like lots of people are there.

We need people to go and video the outside of the event for proof that no 1 was there when he starts shouting about how many people were there but couldn't get in.
