When they say “crime is up,” they don’t mean actual violations of law. By crime, they mean visible evidence of unsheltered homelessness. They mean immigrant communities that violate their assumptions about what languages & cultures should be present. And they want to incarcerate both out of sight.

It's simpler than that. It's just racism & ableism under the thinnest veneers. We can't give them credit for caring about either issue. After all, homelessness is good for slumlords like Trump as it let's them raise rents lest you end up homeless yourself. Immigrants are cheap labor to capitalists.
