Not so sure. The weather for crossings remained good until almost the end of August. That suggests a big decrease in departures from France. If that's the case, that's significant.

But there was good weather in July. My theory is that if the flow is relatively constant, then any patch of good weather will see a fall subsequent, even if the weather is good, because those waiting have already gone. Which underlying condition has changed to alter flows significantly?
