He cannot. But he can withhold federal funding from places that do not comply. THAT is why this is so scary. He is forcing compliance. He said he wanted to be a dictator, he is well on the way.

If you agree, share! 1. Change your W-4 tax deductions to THE MAX until Nov 2. Set aside what you normally pay in a tax bank acct 3. Jan-Nov, you pay zero, your employer pays zero 4. for Dec 1, change W-4 deductions to zero and include add'tl funds of X (amount residing in the tax account for Dec)
