It feels like these were stages that had to happen First, proper planning processes weren't followed so the change of use was disallowable and had to stop, the second stage looks wider, at where the residents are going while the appeal happens and says the best thing is for them to stay

The Appsal Court overturned the injunction. But it didn't consider the substance of the planning issue, which is due to be heard fully in court in October.

Exactly...the only thing they've really changed is to say let's not put 140 people on the street for 6 weeks, when the result may be they can stay anyway Making them leave pending the appeal would be like knocking an unplanned building down then having the review to see if it could have been built
