Tricky but not insurmountable - there are already planning rules with a geographical limit, e.g. 'affordable' housing must go to 'local' workers (within or close to the county). Extend the idea to house purchase. I think Jersey also has tight rules on who can buy.

I don’t think nationality is an issue. The Scottish government has been robust about it & the Senedd can put local Welsh interests ahead of anyone else’s. Compare with Cornwall that has terrible problems with holiday homes, but has fewer powers to do anything. I’m not certain whether this would be
