If a president announces abolishing tourism levis, do you not think travellers may book cheap holidays?

Until that sense of trust and safety comes back, no. 'Cheap' is always relative, planning a holiday is something the average household has to do well in advance. Your average European for example is going to need a way bigger incentive or reason than that not to stay in Europe.

Me, I had planned out with every intention of visit the US *this* year for the first time since 2009 as personal conditions were then right. But that's been made impossible, by the time 'normality' comes back the reasons for coming may well have gone and it's still going to feel 'broken' underneath.

Yep I disagree. The flights/hotels would be cheap AF also, because of 4 years of heightened inflation. Would be a deluge. This is the most influential country in the world, that kind of influence doesn't just go away because of one sitting president. Europeans would flock there
