No, under the JCDA, complaints about district and circuit judges are first filed with the *circuit* chief judge. There are no such filings in the district courts. As to case assignment policy, the policy in NDTX already allowed forum shopping so not sure how it could get worse.
The chief judge does not have any disciplinary authority and I do not believe he has any unilateral authority to amend assignment orders
(and a lot of judges who love being judges *hate* serving as chief as it comes with more responsibility than power)
Many super progressive judges have been absolutely horrific judicial administrators.
I'm not sure ideology in judicial opinions has much of a correlation with the few administrative functions solely vested in the chief of a district.
