Cats, bikes, urban policy and evidence-based policy generally, environment, books, quilts, and lots of randomness. GenX. Canada. Let's try not to make things worse, shall we?

Mirvish Village was what sprang to mind even before I clicked the link! I still have hopes for it, although I do understand developers/owners would prefer to have 1 lease for 2000 square feet rather than nine or ten 200-square-foot leases to manage. Still, overall risk might even out?

It's not wise, obviously, but at least you're likely to hurt only yourself on a bike and not random others. I assume at a certain level of drunkenness, riding becomes impossible anyway.... kinda self-correcting?

Interestingly, in Ontario you can't DUI on a bike. DUI is a Criminal Code offence specifically referring to motor vehicles. They could ding you for drunk-in-public, or negligence, or something though. Or just for running the red!
