it's the white english ogre who wants the flag and the cross to be conflated. he wears them because he wants other people to think that the english flag means the same thing that his odin's cross does. to object to this depiction is to deny the reality that this desire exists.

to anyone familiar with symbols more complicated than a stop sign, the inclusion of both the flag and the odin's cross limits the character rather than making the two symbols coterminous. they denote a specific type of english man who uses those symbols in a specific way.

Historians call this "positive eugenics." Policies that encourage "normal" people (however that idea is conceived at a particular time) to have more kids. The sister to that is "negative eugenics." Laws that prohibits "unfit" people from having kids. One often does not exist without the other.
