Every step he is making now MAGNIFIES his intent to stifle democracy, to misidentify his actions as 'protective'. NO, they're tyrannical, misguided, unchecked, hardly democratic, never democratically motivated. How to reach the 1/3 of voters who elected him or the 1/3 who didn't even bother voting?
