Like, I've tried to form the sentences first, but unless it's something that can be expressed really simply, in 1-2 sentences, all I start with is a vague idea of how to relay the concept or answer in a way the other person will get. And few things are a straight yes/no, because conditions MATTER.

He was in his late 40's the first time he was able to finally obtain and view a copy of his birth certificate. He would never have been able to obtain a Real ID. I don't know how he got a driver's license. I assume by using his military ID. And then never letting it lapse.

Not everyone's records were computerized, especially in rural areas or poorer jurisdictions. Courthouses flood and burn, and if your records were on paper and had not yet been computerized when that happened, tough luck. The internet was we now know it did not exist until the late 90s/early 2000s.
