It’s certainly a tragedy. In Soviet times dissidents often saw their cause as “hopeless.” But in the 1990s many people began to believe there could be a real democratic constitution. More recently Navalny, critical of the 1990s, still believed in the ‘beautiful Russia of the future.’ And died for it

Russia is a bad example, though, because with constitution-as -window-dressing a constitution could be adopted and then die with no real constitutional crisis. Power was never really limited by the rule of law, hence no real constitution.
