It doesn't seem like the signers of the Constitution gave much thought to residents voting. I couldn't find out if it was by omission. Residents voted for President in 1800. And after that not until 1964. It does seem rather unfair that they couldn't do that.

regarding making Washington a state. In 1790 there were about 5,000 people in what became the Capital. In 1800 14,000. I am not sure why the population was so high. No doubt businesses got started. At the time legislators probably didn't have 2n homes.
