I have a long overpass close by that has a limit of 50km/h (~30mph) where everyone drives above 65. Driving at 50 doesn't feel safe. It has paint marked bike lanes on the shoulders, simply putting in flex posts would slow everyone down and make it safer for everyone.
I think this is also about road design. They design a road to feel safe at 70 then people drive 70. The speed limit is an afterthought to feeling safe enough. If people keep speeding on a section of road you have to change the road design. But definitely don't just increase the speed limit!
