Housing and stability wasn't a priority.
One of the problems with the mentally ill & drug-addicted is that you can give them housing, but it doesn't mean they will stay there. Even at the shelter, they would often lose their sleeping accommodations choosing to stay elsewhere periodically in order to get high and party.
Well, the financial circumstances have many programs where these people are usually ready to work with a group to get themselves in a position two take over their lives, the mentally ill or drug-addicted are often not living in reality not centered on themselves or their next fix.
Having a wife who ran a homeless shelter for many years, I understand many of the problems. The people who are homeless because of financial circumstances. Or often easier to get back on their feet. Those who were homeless due to mental illness and drug addiction are very difficult.
It was not government money. If you don't use government money, then you can't waste it.
I believe that was specifically for the capitol.
Having a wife who spent many years running a homeless shelter, I'm willing to bet many, not all of the homeless are there due to mental illness and addiction. Aiding, the ones who are homeless due to economic reasons is the much easier fix.

As for trying to dismantle the programs, what they are trying to do is get a fair shake and a level playing field. When government created obstacles are favoring one race over another, some need to realize that they are only looking for equality.
One primary reason that they are only with us in such a short time is due to the Chinese Exclusion Act (1882) that would not allow them into the country as immigrants. Unless they were related to those from before that, anybody else came after WW II two. Act repealed in 43.
I'd qualify 7% of the population as a minority. If Asians are disqualified, blacks with double the population of asians by reason are not a minority.

As it turns out, whereas underprivileged hispanics and black families are not placing an emphasis on education, asian parents worked multiple jobs to afford tutors for their children to advance their educational prospects as well as sending them to school an extra day of the week.
A few years back in New York City, there was a high school program for underprivileged children. Mayor DeBlasio decided to alter the entrance from a test to a racial quota because there were too many asians and not enough hispanics or blacks involved in the program.
I have not researched this topic, but I would say that government intervention is unable to artificially altar the circumstances. Pumping money into the system does not necessarily help. If there is no adjustment in standards.
