However, I wouldn't go about doing that right now, otherwise you're just getting those penalties, it would have to be a major nation wide movement to withhold our taxes using that strategy.
You can certainly withhold deductions if you choose. We do use a pay as you go system, so there are penalties assessed by the IRS. But if they're broke, who's assessing? It's not exactly easy, but it's within the realm of "doable." Employers can't deny a new W-4.

Gender is social, cultural, and personal. It reflects roles, expectations, and identity layered onto bodies. Variation in sex and gender is normal and recognized by medicine and anthropology.
What science tells us about gender. Biological sex is complex with chromosomes, hormones, anatomy, and gene expression. It is not a strict binary. Intersex variations occur about as often as naturally occurring red hair.
What science tells us about race. Human genetic variation is continuous. Traits like skin color and hair adapt to environment, not subspecies. The Human Genome Project confirms there is no genetic basis for race.
