Implications for the journal, too - being caught publishing a paper with fake citations is corrosive to the trust people place in your journal (and academia more widely, tbh), so yes, I agree. Researchers placing their own short-term gain over the journal's, and the community's, long-term health.

Should add that the policy on this is up to the journal, of course - I'm not advocating vigilantism by reviewers - but if I were editor of a journal, I'd consider a fake citation as evidence the work falls below basic scholarly standards (work is all your own and you've red the papers you cite).

Isn't it clear evidence that substantial parts of the content not authors' own work, in that the citation (which obvs hasn't been read by authors) relates to a point of substance they didn't write. Grounds for rejection out of hand IMO, and renders the rest of the paper suspect as well as sloppy.

IMO Osborne's legacy involves the most damage more broadly to UK politics - his relentless bad faith and governing-as-campaigning laid the foundations for the charlatanism of Johnson's government.
