Det talepunktet om at «en domstol må fastslå folkemord» har jeg et ganske stort problem med. Vi har ikke bare forpliktet oss til å straffe folkemord som skjer, men til å forhindre folkemord. Når en domstol fastslår at et folkemord har skjedd, så har vi allerede feilet på forpliktelsene våre.
