Retired fed public servant here; last ten years as an executive. Efficiency is just another word for do-more-for-less. The organization may achieve some measurable results over the short-term, but the inputs and activities will surely suffer under the burden of it all; especially, in human services.
The medical personnel in the ERs, including those who work at the Ottawa Civic Hospital, are the survivors of a crumbling healthcare system. Many are young for the time being, but the demands that are placed upon them will age them quickly. It's not sustainable.
