Big reactors have more trouble dealing with "the iodine valley" and "latent heat of fission" than the little critters do. eg. Chernobyl ... The US has gazillions of used fuel rods in storage but no rational program to use them. Hey, use the old fuel rods. No new mining needed.
Small reactors can be built to have fewer and smaller problem areas. One version tested used water as the regulator for the power output. The MSRE (Molten Salt Reactor Experement) unit could be shut down on Friday and started up on Monday. Power decreased on this unit if the fuel got too hot.
G.E., Westinghouse and Babcock and Wilcox wanted big contracts so they built large reactors. Large reactors have problems that up-scaling causes. In the meantime the US navy was expert in safely using small reactors. Lately the idea has been called "SMRs" or Small Modular Reactors.
What about nuclear energy. Fission or Fusion? We lost the opportunity to have a benign power source back about the Carter administration, when Carter decided not to re-process fuel rods as an "example to other nations". This idea had been previously pushed by the Ford Admin. U238 mining lobby??
