Lethal force against a civilian vessel in international waters is a war crime if not in self-defense. If not in self-defense, only non-lethal actions, such as warning shots or disabling fire, are allowed. "Not yielding to pursuers" or "suspected of carrying drugs" doesn't carry a death sentence.

Pritzker is doing two things here that are smart. One, he's describing this forcefully and unapologetically and in his own terms, not adopting the Admin/media frame. Two, he's making clear that he will blame the Admin for any violence or disorder sparked by their invasion of his state.
It felt very similar to Biden's announcement of the pending Ukraine invasion. Getting in front of it immediately delegitimizes whatever the pretext is for their fascist invasion.
