Yeah you do get screwed on that because it's impossible to diagnose anything.
Of course that's ad blockers AND countries/pipelines not showing ads for other reasons (although I think YTP counts as monetised here). But if your channel is showing much higher proportioned monetised chances are they're not counting some.
Entirely possible. Incidentally, you can get the following in Youtube studio, if you're being punished maybe compare my channel to yours. Last 28 days Views : 20,482 Ad Impressions : 25,437 Estimated monetised Playbacks : 8,817 So that's about 60% not showing ads for any reason.
