My honest guess would be that from what I've seen African indigenous cultures incorporate the phenomenon into their lives in a completely different way. Also there are significant UFO reports in African nations, but there's no centralized reporting authority or anyone even trying to catalog them.

Look at the Arial School sighting, there where UFO reports on the news for that time period across several countries in the region in local news, but some of the local tribal structures don't bother to report them because UFOs are incorporated as part of their life experience (ancestor lights, etc).

Not to mention the taboo (worldwide), and the lack of connectivity in rural Africa; sightings are less likely to be reported outside of the community. Plus, happenings in Africa are underreported in the West in general. May be many more, we just don’t hear about it over here

Yeah, there has to be some explanations for such high percentage sighting differences...it could be that the Western government's have lots of secret flying stuffs that steadily put their citizens in confusion, or something more to that.
