There are cameras in place to check permits, and the police occasionally enforce as well, either by preventing vehicles without a permit (apart from delivery/trade vehicles) from entering, or ticketing vehicles that do. Permits are issued free to residents on application to the council.

Re the last point, speak to your local council. My wife put in the hard yards to get a "school streets" scheme put in place around the local primary school that requires a permit to enter streets around the school for ~20 minutes either side of the start and end of the school day.

*Every* claim has to be assessed in order to establish which claims are legitimate. This should not be a difficult concept to grasp. The majority (2/3 last year and more in previous years) of asylum seekers, it turns out, have a legitimate claim and are granted refugee status.

If a student is found using their phone in breach of those conditions it is confiscated until the end of the school day. The students have been back for a week and compliance is now near-universal. There were ~30 confiscations per day in the first couple of days.

The school my wife works at implemented a blanket mobile phone ban in the building during the school day, and it applies to both staff and pupils in class. Kids are allowed to use their phones at break times (but not between classes) provided they leave the school building.

Most teens are more tech-literate than their parents (I consider myself an exception - usually - courtesy of 25+ years in IT, but there are things I've learned from my kids). Anyone who wants to get around this will be perfectly able to download and install a TOR browser or VPN app to do the job.

I opted to put a VPN app on my phone (had it on my PC for ages - good for getting around region-locked content and geographical pricing) because it's not a matter of if one of these age gate providers is compromised, but when. Societal problems need societal, rather than technical, solutions.
