Your point about Italy might be true (though hardly lacking in antisemitism), I feel like their national shame was largely rooted in their lack of colonial possessions and generational enmity towards the 'Moors'; their whole thing about Ethiopia, also some attitudes about Sicilians/Maltese, etc.
Italy is young, yes, but they had the Roman Empire as a decidedly Italian thing to hearken back to. Ostensibly more a thing for Rome itself to be proud of, but the mythos of Rome could be claimed by all Italians. Germany had no such convenient, central, famous thing to rally around.
Germany has a much shorter & less legendary past, in the sense of being *German* rather than Bavarian, Prussian, etc, so had to forge a Germanness that had a different credibility than tradition - 'science'. It also folds into the emphasis on industry and the eugenicists that inspired them.
Fascism requires an in-group (to empower) and an out-group (to condemn), Italy and Spain cultivated strong *national* identity based on their respective imperial histories. Stitched together from territories with distinct legacies, but their nation-building projects go back centuries.
