2/2 - The mental task-shift of looking to the bottom of the page was negligible - we move our eyes constantly while reading. But engaging motor skills to turn pages and search for the reference was far more mentally expensive and introduced a "walking into a new room" type of cognitive disruption.
1/2 - Years ago I saw a study/explanation of the neurological aspects of the difference between looking down at the bottom of a page to read a footnote vs the act of flipping to the back of a paper/essay/book. The latter was profoundly more disruptive to the continuity of thought for the reader.
