Otherwise, they don't care (is it just a particular feature of my autism that I care?), or they are using it intentionally (I have seen many good instances where bad scansion has been used for comic effect &c.; otherwise, it is in poor taste, or I am not intelligent/cultured enough to get it)

Something that I find jarring/confusing is when people who have spoken English for their entire lives can't seem to immediately be able to tell that lyrics don't scan (usually when rewriting lyrics of an existing song). (+)

It sort of depends on what kind of comlang you want to make and to what degree it is a posteriori: a naturalistic lang based on an alternative history/future? a conlang inspired by natlangs you like and want to experiment with? a posteriori vocabulary but freely inspired grammar? hope this helps 😊
