You could maybe, maybe find evidence that a school district was allowing large numbers of students to attend school without meeting the state’s vax requirement, but what legal damages are you claiming? Can you prove beyond a reasonable doubt that your child got sick at school and nowhere else?

If your child was in a class with a student who was allowed to attend school despite not having met a vaccine requirement or claimed an exemption, and then your child got sick, I’m not sure how you would prove in court that that student was the one who got your child sick without some sort of test.

As a public school teacher in Ohio, I’m not sure what responsibility our district has that could be challenged in court. Ohio allows parents to use a religious exemption form for any vaccine requirement that the state imposes. With all due respect, your quarrel is with the states, not the schools.
