Look it's been awhile and I'm not a man of faith, but I do clearly remember from CCD them stressing that praying for something hard didn't just mean God would do what you wanted. I'm pretty sure we were instructed, maybe not in these words, that we also had a practical ethical duty

I was a fan of Section 31 on DS9, but part of what was interesting was that its relationship to the Federation (and its efficacy and necessity) were at the very least much more ambiguous. It was also the bad guy in all its stories, and Bashir grappled with and overcame its challenge to his idealism
