There REALLY isnt a built in rate of fire cap honestly. Its a common misconception. Theres diffrent types of bolts for bolt actions and depending on that the speed varies. Also another fun fact the higher capacity mags [anything above 30 really] tend to malfunction alot and thats why I think that
A big annoying thing with high capacity bans is both the inconsistency and the fact they always set them lower than the industry standard for mag sizes for pistols. Like ours here has exceptions for pump action and bolt action which is also another weird inconsistency with the law.
