The vast majority of these things are stuff you'd get a citation for, but the feds are using them to harass people and bump up their arrest numbers to give the appearance of effectiveness.

Approximately 7 capitol police cars and 2 unmarked black cars at Pennsylvania and 4th St SE around 5:15 pm. Not an official checkpoint, but at least 2 cars have been pulled over.
