YES! Uncap the House. 1 Rep per 50k people. Should also declare all states to be "provinces" then remake "states" as simple Senate districts within them that must be 1 to 4 M people. If your province doesn't have 1M people, band with another to make a "state".
And by making the Cons sue we 1) get things done while they wait for the ruling and the appeal [because no more national injunctions!] and 2) get the SCOTUS to eventually rule.
