There really is an issue with *enforcing existing traffic rules* on all cyclists - e-bike and regular bike. Absolutely. But this has nothing to do with that. And to the extent there's an issue here it's speed not technology or method.
Intro 0060 is a terrible bill. Banning *all* bicycles with pedal-assist (Citi Bikes, Rad Power) in *all* parks is unnecessary and punitive, and like most of these spiteful proposals, does nothing to address pedestrian safety. Also: “and victims” is some crazy journalism.
Yeah this is a very bad idea. In my experience the people going by far the fastest in the parks are those on regular racing bicycles who are training for races and going sometimes as much as 30mph

Yamaha should have taken advantage of what existing regulations encourage: effortless, low-performance bike lane transportation. That means seated electric scooters and Class 2 e-bikes. Yamaha knows throttles, Specialized does not. They completely missed what makes e-bikes popular now: less effort.
They sure don't. Despite its huge advantage in motorcycle & scooter experience, Yamaha failed to appreciate that, in the American market at least, Class 2 throttle-powered effortless bikes are what people want, not a pedal-assist high performance S-Works competitor for elite pedalers.

Yes, they can be registered as mopeds! So get get your M2 license written and driving exams, then the safety course, then get some liability insurance ($30K now!), take it down to the DMV for inspections, stickers and plate, pay your annual fees. Once you do all that, you can ride in traffic w/ cars
